Azerbaijan Tightens Rules on Off-Budget Funds
President of Azerbaijan Ilham Aliyev signed a decree changing the rules for the use of off-budget funds by organizations financed from the state budget. Limits on bonuses and premiums take effect on October 10.

President of Azerbaijan Ilham Aliyev signed a decree tightening the rules for the use of off-budget funds by organizations financed from the state budget. The text of the document was published on the official website of the head of state.
As reported on October 7, 2026, the decree amends presidential decree No. 789 of September 10, 2026, "On Additional Measures in Connection with the Use of Targeted Budget Funds Created Within the State Budget and Off-Budget Funds of Organizations Financed from the State Budget."
Under the amendment, off-budget funds of organizations financed from the state budget (with the exception of the Ministry of Internal Affairs, the State Customs Committee and the State Tax Service under the Ministry of Economy of Azerbaijan) will be used, taking into account the provisions of paragraph 1.3 of the decree, exclusively to strengthen the social protection of employees of these organizations.
Payment Limits
The upper limits on bonuses to official salaries, premiums and other payments financed from off-budget sources take effect on October 10, rather than September 1.
- bonuses to official salary — up to 1.0 times the monthly official salary per employee during a calendar month;
- premiums and other payments — up to 20 percent of the annual payroll fund during a calendar year.
