The Milli Majlis of Azerbaijan approved an agreement between the governments of Azerbaijan and Slovakia on the exchange of classified information. The ratification bill was submitted for discussion at the first session of the autumn parliamentary sitting on September 30, 2026 and adopted in a single reading after debate, Report says.

The agreement was signed on July 8, 2026 in Baku. Its purpose is to ensure the protection of classified information that is exchanged or created between the parties or between contractors falling under their jurisdiction.

Under the agreement, classification levels are defined in accordance with the national legislation of the parties. For Azerbaijan, these are "top secret," "secret," and "confidential."

Access to classified information is granted only on the basis of official necessity — to persons instructed about their obligations to protect classified information and who have signed a non-disclosure agreement in accordance with the national legislation of the receiving party.

The transfer of classified information to the receiving party is carried out in accordance with the national legislation of the sending party or in another manner agreed upon in written form between the competent security authorities. The electronic transmission of classified information is possible only with the use of cryptographic means in accordance with procedures approved by the competent security authorities. The receiving party confirms receipt of the classified information in written form.

The competent security authorities, upon request, inform each other about changes in the national legislation, policy, and practice of their states regarding the protection of classified information.

Any disputes arising from the interpretation, application, or implementation of the agreement are resolved between the parties only through consultations or negotiations. No recourse to any national or international court or to a third party is provided for their settlement.
