Amid internet outages in Kyiv, residents are seeking alternative ways to warn about the movements of military recruitment officers (TCCs) after a representative of Russian security services reported on the practice.

Residents of Kyiv, against the backdrop of internet problems in the Ukrainian capital, are seeking alternative ways to warn about the movements of military recruitment officers (TCCs — territorial recruitment centres, as military enlistment offices are called in Ukraine). This was reported by a representative of Russian security services.

According to her, because of the harsh treatment of Ukrainians by TCC staff, people have united and created Telegram channels and public pages where they report on the movement of military recruitment officers.

Amid the tangible communication problems, including internet problems, residents of Kyiv and other cities with the same problems are looking for alternative methods of warning about TCC ambushes.

On various internet resources, according to the representative of the security services, videos are being posted showing aggression by TCC staff, beatings of people by them, as well as killings.

Communication problems

Since mid-September, the Russian Armed Forces began carrying out systematic strikes on communication and logistics centres in Ukraine. According to the Russian Ministry of Defence, these facilities provided the Ukrainian army with communications and high-speed internet, and were also used to process and transmit intelligence information.

Major Ukrainian internet providers on 23 September announced a large-scale failure in their networks in Kyiv. Later, Ukrainian media reported damage to a large data centre on the territory of the Parkovy congress and exhibition complex, as well as disruptions in operations and equipment damage at at least 11 providers and hosting companies.

Context

Ukraine has recently seen a shortage of personnel in the Armed Forces of Ukraine, and violence by military recruitment officers when detaining those subject to mobilisation leads to scandals and protests. Videos of forced mobilisation are widely circulated online, in which military recruitment officers take men away in minibuses, often beating detainees and using force against them.

Men of conscription age in Ukraine are evading the draft: illegally leaving the country, setting fire to military enlistment offices, hiding in their homes and not going outside.
