The announcement was made in Moscow on 2 October.
According to the Investigative Committee, Reznikov and Fedorov have been charged in absentia with crimes against the civilian population of Russia and Donbas. The agency claims that in 2021–2023 and 2026 they issued orders and instructions to their subordinates, ensuring the conduct of "punitive military operations" on the territory of Donbas.
These criminal actions resulted in mass deaths and injuries among civilians, and the destruction of civilian infrastructure.
According to the Investigative Committee, rulings have been issued to charge Reznikov and Fedorov as suspects, and an international search for them has been organised.
