President of Azerbaijan Ilham Aliyev sent an address to the participants of the Second Meeting of Heads of Intellectual Property Agencies of the member states of the Organization of Turkic States (OTS). The event is being held in Baku; the text of the address was published on October 12, 2026.
Address to the Participants
Dear participants of the event! I warmly welcome you to Baku at the Second Meeting of Heads of Intellectual Property Agencies of the states — members of the Organization of Turkic States (OTS).
The address notes that Azerbaijan has always, especially during its chairmanship of the OTS, mobilized all efforts for the institutional strengthening of the organization, the growth of its authority on the global stage and the close cohesion of the Turkic world.
The Turkic world, located at the center of the historic Silk Road, has at all times been the homeland of outstanding personalities, scholars and thinkers. The rich scientific and cultural heritage of our peoples, great human capital and growing innovative potential create opportunities for forming cooperation in the field of intellectual property within the OTS as a separate area.
The address emphasizes that the organization of meetings of the heads of the relevant agencies deserves approval, and that the first such meeting, held last year in Bishkek, became an important step in this area.
New Tasks for Intellectual Property Systems
According to the President of Azerbaijan, the rapid development of artificial intelligence, digitalization and other new solutions poses new tasks for intellectual property systems. In this process, along with the effective use of the opportunities of technological progress, of particular importance is ensuring an optimal balance between reliable protection of the rights of authors and inventors, the encouragement of innovation and the interests of society.
The address states that Azerbaijan is taking consistent measures to accelerate digital transformation and expand the use of artificial intelligence, as well as to strengthen scientific research and qualified human resources in this field.
It was separately noted that the protection of the common cultural heritage of the Turkic peoples, the prevention of its appropriation and distortion must become one of the leading areas of joint activity. The foundations of intellectual property rights in Azerbaijan were laid on the initiative of national leader Heydar Aliyev and were improved in subsequent years.
I am confident that the discussions and initiatives put forward during the Baku meeting will contribute to elevating cooperation between intellectual property institutions to a new stage and to forming a favorable environment for comprehensive development, so that the Turkic world does not lag behind in global competition.
In conclusion of the address, Ilham Aliyev wished success to the work of the event.
