Changes to customs legislation have come into force in Azerbaijan
New amendments to the Customs Code are aimed at simplifying procedures, digitalizing processes, and strengthening the country's transit potential.

Legislative changes came into force in Azerbaijan on September 3, requiring the customs value of goods imported into the country to be declared in the national currency. The corresponding law amending the Customs Code was adopted on June 19.
According to the established rules, the declarant is required to retain all documents and information confirming the customs value for three years. Upon the request of customs authorities, this data must be provided to verify the accuracy of the declared value.
Chairman of the State Customs Committee Shahin Baghirov, while presenting the bill at a meeting of the Milli Majlis Committee on Economic Policy, Industry and Entrepreneurship on April 29, noted that the initiative is aimed at developing Azerbaijan's transit potential and introducing flexible approaches to customs control. In particular, the application of the "single electronic declaration" principle for multimodal transport is planned.
The changes also provide for the expansion of the authorized economic operator status and the improvement of the customs representation institution. To simplify operations, electronic document management and the concept of Trade Facilitation Centers are being introduced, which, according to the authorities, should reduce the administrative burden on businesses.
The updated Customs Code also clarifies the legal framework for audit mechanisms. New procedures include requirements for the reasonableness, proportionality, and documentation of customs authorities' actions, as well as the introduction of video recording and complaint submission mechanisms, aimed at ensuring the rights and freedoms of citizens.
