Kozinoglu Case Investigation Develops: Enver Altayli to Testify
Enver Altayli will testify in the case concerning the death of Kashif Kozinoglu in Silivri prison once his health condition permits.

As part of the reopened investigation into the death of former National Intelligence Organization (MIT) employee Kashif Kozinoglu, testimony from Enver Altayli will be taken after his health improves. Altayli is serving a sentence in a separate case.
The Silivri Prosecutor's Office continues investigating Kozinoglu's death, which occurred in Silivri prison in 2011. The investigation involves charges of premeditated murder, establishing a criminal organization, and violation of Law No. 2937.
Enver Altayli was sentenced in 2024 to 23 years and 4 months in prison for membership in the Fethullahist Terrorist Organization (FETO) and political and military espionage. His testimony in the Kozinoglu death investigation could not be obtained due to health problems.
Three Suspects Brought to Court
On September 21, 2026, three individuals detained in connection with Kozinoglu's death were brought to court: former journalist Osman Arslan, then-prison director Omer Vatan, and shift supervisor Kazim Beyke. After processing at the gendarmerie and medical examination, the suspects were taken to the Silivri courthouse.
Circumstances of Kozinoglu's Death
Kashif Kozinoglu was held in Silivri L-Type Closed Penal Institution No. 1. On November 12, 2011, he fell ill and was taken to Silivri State Hospital. Upon arrival at the hospital, he was found to be deceased.
Following the incident, an investigation was conducted examining security camera footage and medical documents, with testimony taken from prison staff, gendarmerie, medical personnel, cellmates, and the deceased's wife. On April 10, 2012, a decision was made to close the case.
The Bureau for Investigation of Crimes with Unknown Perpetrators re-examined the case materials. On August 26, 2026, the Silivri Criminal Court of Peace overturned the closure decision, and the investigation was reopened.
During the new investigation, a special investigative team was formed and confidentiality measures imposed. Proceedings were initiated against 11 suspects who worked at the prison at the time of the incident. Ten were detained, while one remains abroad as a FETO fugitive.
Of the ten detained, one was arrested, nine were released—seven under judicial supervision. Later, nine more suspects were detained: a reporter, a cameraman, and seven medical workers. Three, including the reporter, were arrested; six, including the cameraman, were placed under judicial supervision.
To determine the precise cause of death and possible third-party involvement, Kozinoglu's body was exhumed. Scriptwriters of the series "Valley of the Wolves" Raci Shahmaz, Bahadır Ozdener, and Cuneyt Aysan testified at the prosecutor's office as informants. The prosecutor's office decided to review the series "Valley of the Wolves: Ambush."
Also detained were Silivri prosecutor at the time of events Ali Ishgoren, prison prosecutor Necip Dogan, Kozinoglu's cellmates retired Navy captain-lieutenant Hasan Ataman Yildirim and gendarmerie colonel Hasan Atilla Ugur. Ishgoren and Dogan were arrested, while Ataman and Ugur were placed under house arrest. The total number arrested in the case reached six, with 15 suspects under judicial supervision. Ambulance driver Suleyman Kaba was released after questioning.
