Iran Says Strait of Hormuz Will Remain Closed Until Its Conditions Are Met

Iran's Secretary of the Supreme National Security Council, Mohsen Rezaei, said on September 23, 2026, that the Strait of Hormuz will not be reopened until Tehran's conditions are met. He said Iran would also not hold negotiations until then.
Rezaei said that at a meeting with Iranian President Masoud Pezeshkian and Foreign Minister Abbas Araghchi, it was agreed to convey Iran's conditions to the United States.
According to Rezaei, this is not about new negotiations or new demands. He said Iran intends only to convey its conditions to the other side.
“The Strait of Hormuz will not be opened until our conditions are met, and we will not hold negotiations. They need to meet Iran's conditions; otherwise, the Strait of Hormuz will not be opened.”
Rezaei also said that, in Iran's view, trust in the United States must be restored before the strait is reopened. He linked the current stage to a lack of trust in the American side and said Iran is seeking a new diplomatic path.
Separately, Rezaei said Iran is not advocating war. He said the Houthis are independent and that Iran does not want a war between Saudi Arabia and Yemen.
