The Azerbaijan Automobile Roads Agency (AAYDA) reported two road projects in Khirdalan. They are envisaged under the State Programme for the Development of the Transport Infrastructure of Baku and Adjacent Territories for 2025–2030 and are expected to expand the city's transport links with the M-1 and M-4 highways.

According to the agency, a railway line running through Khirdalan divides the city into two parts. The limited number of crossings forces drivers to travel longer distances, creates congestion on certain streets and restricts access to the M-1 and M-4 highways.

The first project provides for the construction of a new tunnel and connecting roads, as well as the reorganisation of existing roads and road junctions. It will expand Khirdalan's links with the M-1 and M-4 and create additional options for movement between different parts of the city.

The second project aims to create a direct link between the M-4 highway and the centre of Khirdalan. It envisages the construction of a new tunnel and a multilevel overpass.

Once both projects are implemented, according to the agency, alternative routes will be formed between the intra-city road network and the main highways. This should reduce unnecessary driving distances, distribute traffic flow and ease the load on streets within the city. The main aim, as stated in the announcement, is to simplify residents' daily trips in Khirdalan and improve the comfort and safety of traffic. The announcement did not specify start or completion dates for the work.
