Nakhchivan has implemented President Ilham Aliyev’s pardon decree, signed on September 23, 2026. Among those pardoned are two Turkish citizens serving sentences at a mixed-regime correctional facility of the Penitentiary Service of the Ministry of Justice of the Nakhchivan Autonomous Republic.
The Turkish citizens Demir Mehmet and Özdemir Salih were released.
