Russian President Vladimir Putin set the country the task of launching a new investment cycle and increasing investment in innovative companies and promising projects. He said this at the Delovaya Rossiya forum.

"Russia faces the task of launching a new investment cycle. To increase investment of funds in innovative companies, in industrial, logistics, creative, tourism and other projects that are aimed at expanding the capacity of the national market, as well as at growing global demand," the head of state said.

According to him, funds should be directed into projects aimed both at expanding the domestic market and at growing global demand.

Central Bank stance and previous statements

On October 13, First Deputy Chairman of the Bank of Russia Alexey Zabotkin said that investment in Russia had grown significantly from 2021 to 2024. According to him, investment is now staying near the historical highs reached.

On September 30, Putin also stressed that the investment cycle in Russia needed a new impulse. The president said this at the first plenary session of the ninth-convocation State Duma.

Worst dynamics in 10 years

According to a study by the National Rating Agency (NRA), "Russian Regions in Anticipation of a New Investment Cycle. XIV Annual Assessment of the Investment Attractiveness of Russian Regions" for September, fixed capital investment in Russian regions in the first half of 2026 showed the worst dynamics in 10 years.

According to analysts' estimates based on Rosstat data, investment during this period fell in two-thirds of the country's regions — 62 constituent entities. At the end of 2025, a decline was recorded in 49 regions versus 36 in 2024. A close result over the past 10 years was observed only in 2016: then 48 regions reduced investment, while 37 increased it.
