Kazakhstan's President Kassym-Jomart Tokayev has proposed declaring 2027 the Year of Mass National Construction. He announced this in his address to the people of Kazakhstan, the presidential press service reported.
According to Tokayev, the construction and renovation of civil infrastructure facilities should begin in every regional center, district and locality of the country. The initiative envisages building roads, airports, railway stations and healthcare facilities, including rehabilitation centers for children with special needs. Cultural centers, sports complexes, libraries and research centers should also appear in all regions. He said housing construction will remain an important task.
«Thus, our common national response to the approaching era of artificial intelligence is to build and build again!»
Tokayev recalled that raising the population's welfare is enshrined in the Constitution as a strategic priority of the state. He said the initiatives are being implemented in the interests of the country, above all for the younger generation.
Governance and budget requirements
The president also stressed the need to improve the quality of public administration. According to him, significant budget funds are directed to modernizing infrastructure, digitalization and industrial development, as well as alongside private investment.
«In the framework of mass construction, it is extremely important to carefully select projects, work with reliable companies and closely monitor each stage of implementation,» he said, adding that the state apparatus must be ready to carry out these tasks professionally.
Tokayev called for a thoughtful macroeconomic policy. He noted that in recent years the government has comprehensively reviewed the budget and tax systems. According to him, the effectiveness of state policy should be assessed first of all by its impact on citizens' well-being and economic activity.
Inflation and the financial system
«Our most important goal is to increase the incomes of the population. To do this, we must first of all systematically fight inflation,» Tokayev said.
He called inflation a "silent enemy" that erodes citizens' well-being every day. The president noted that the pace of price growth has slowed, but inflation remains high. He urged the government and the National Bank of Kazakhstan to work together on containing and reducing it.
Tokayev also called on the government to conduct a balanced budget and tax policy and to create favorable conditions for strengthening the country's productive potential and raising business productivity. He asked financial market regulators to perform their functions effectively, noting that the country's financial system remains relatively stable.
According to him, Kazakhstan's bank assets exceed 75 trillion tenge, and deposit volume has reached a record 52 trillion tenge. He added that 78% of deposits are held in the national currency, which, in his words, reflects the growing value of the tenge.
Tokayev named the direction of accumulated financial resources toward developing the real economy as the next important task. He also called on the National Bank to support initiatives that promote economic development, alongside its obligations to maintain price and financial stability.
