Structure of Icherisheher Reserve Administration Updated
The Cabinet of Ministers of Azerbaijan has approved a new structure for the Administration of the 'Icherisheher' State Historical-Architectural Reserve to streamline operations and optimize staff levels.

According to decision No. 274 of the Cabinet of Ministers of the Republic of Azerbaijan dated September 8, 2026, a new structure of the Administration of the 'Icherisheher' State Historical-Architectural Reserve has been approved. This decision is aimed at optimizing the organization's operations.
Goals and Features of the Reorganization
As reported by the Administration's press service, the objective of the changes is to establish a more compact, flexible, and efficient management model, eliminate duplicate functions, accelerate decision-making, and direct available resources toward priority operational areas.
Under the new structure, two centers — the Museum and Tourism Center and the Traditional Art Center — will replace eight subordinate institutions previously operating under the Administration. The creation of the Museum and Tourism Center is driven by the need for systematic development of Icherisheher's tourism potential.
Staffing Changes
In addition, the Administration's executive staff is transitioning from a 'department and sector' model to a 'department and division' model to strengthen coordination. During the optimization process, the staff headcount limit of the Administration was reduced from 430 to 300 positions. The agency emphasized that all changes will fully comply with labor legislation and protect the legal rights and guarantees of employees.
