President of Azerbaijan Ilham Aliyev addresses 8th congress of New Azerbaijan Party

The 8th congress of the New Azerbaijan Party (YAP) is being held in Baku at the Heydar Aliyev Center. President of Azerbaijan and party chairman Ilham Aliyev addressed the congress.

Powers of the congress

The congress opened on 2 October 2026. Under the party's charter, a congress is convened at least once every five years. The previous, 7th congress of the New Azerbaijan Party was held on 5 March 2021.

The exclusive powers of the congress include electing the party chairman, determining the numerical composition of the Board, the Audit Commission and the Council of Veterans, as well as electing for a five-year term the members of the Board, the Audit Commission, the members of the Council of Veterans, its chairman and deputy chairman — and the early dismissal of these officials on the basis of a proposal by the party chairman. The congress's powers also include adopting the party charter and introducing amendments and additions to it.

Party history and chairmanships

On 21 November 1992, at a founding conference in Nakhchivan chaired by national leader Heydar Aliyev, a decision was adopted to establish the New Azerbaijan Party, and its programme and charter were approved. At the conference, Heydar Aliyev was elected party chairman. In 1999, at the 1st congress in Baku, and in 2001, at the 2nd congress, he was also unanimously confirmed in that post.

President Ilham Aliyev was elected party chairman at the 3rd, 4th, 5th, 6th and 7th congresses.

Under the charter, the party chairman is the party's governing body and its highest elected official. The chairman is elected by a simple majority of the votes of the delegates participating in the congress, by open ballot. The chairman's term of office is 5 years. The chairman has a first deputy and deputies; deputies are appointed by the chairman.

By orders of party chairman Ilham Aliyev dated 5 March 2021, Mehriban Aliyeva was appointed first deputy chairperson of the party, Tahir Budagov — deputy chairman and head of the Central Apparatus, and Ali Ahmadov — deputy chairman of the party.
