Georgia to import Azerbaijani electricity directly, without intermediaries

Georgia will drop intermediary companies when importing electricity from Azerbaijan. According to Prime Minister Irakli Kobakhidze, this will save the state several million annually.

Georgia will begin importing electricity from Azerbaijan without intermediary companies. This was announced by Georgian Prime Minister Irakli Kobakhidze. According to him, this will allow the Georgian state to save several million annually.

It is very important that electricity imports from Azerbaijan will be carried out without intermediaries. Thus, from now on, electricity will not be imported from any country through intermediaries. By excluding intermediaries in Azerbaijan's case, the state will save several million annually, which is extremely significant.

Previously, Tbilisi Investment Group acted as an intermediary in electricity imports from Azerbaijan. According to the prime minister, the decision is part of broader efforts to streamline electricity imports and cut excess costs associated with the involvement of third parties.

New approach will affect other countries too

Kobakhidze noted that the new approach will extend beyond electricity trade with Azerbaijan: Georgia intends to exclude intermediary companies from electricity imports from other countries as well. It is expected that this will allow Georgia to manage electricity purchases more directly, potentially reducing procurement costs and increasing the efficiency of cross-border energy operations.

Azerbaijan remains an important electricity supplier to Georgia, and bilateral energy trade is part of broader economic and infrastructure cooperation between the two countries.

Import volumes

According to Georgia's National Commission for Energy and Water Supply Regulation, in January–August 2026 the country imported 164 million kilowatt-hours (kWh) of electricity from Azerbaijan.

For comparison: in 2025, electricity imports from Azerbaijan reached 417 million kWh, more than double the 186 million kWh in 2024. These figures indicate substantial growth in imports from Azerbaijan in 2025, although the first eight months of 2026 cannot be directly compared with full-year data.

The new decision could also strengthen direct commercial cooperation between participants in the Georgian and Azerbaijani electricity markets by reducing dependence on intermediary schemes.

At the same time, the Georgian government has not yet disclosed the exact size of the expected annual savings, the contractual mechanisms that will replace the previous intermediary structure, or the date from which direct imports will officially take effect.
