Azerbaijan to Expand Permanent Jobs for Resettlers in Karabakh
Under the second phase of the state-run Great Return programme, Azerbaijan plans to expand private investment, permanent employment and export-oriented production, President Ilham Aliyev said.

President of Azerbaijan Ilham Aliyev said that the main goal of the second phase of the state-run Great Return programme will be the further expansion of private investment, permanent employment and export-oriented production, as well as strengthening the positions of Karabakh and East Zangezur as a new centre of growth in the country's economy.
This is stated in the president's address to participants of the 6th Azerbaijan International Exhibition "Restoration, Reconstruction and Development of Karabakh" — Rebuild Garabagh.
"The advanced urban planning and engineering solutions applied in the region create experience that can be used, alongside other regions of Azerbaijan, on an international scale as well."
According to the head of state, the advanced urban planning and engineering solutions applied in the region create experience that can be used both in other regions of Azerbaijan and at the international level.
The address notes that the successful holding in Baku in 2026 of the World Urban Forum (WUF13), organised by the UN Human Settlements Programme, served to showcase the country's achievements in urban development at the international level and to strengthen its positions in global dialogue.
"The Rebuild Garabagh and BakuBuild exhibitions, held as part of Caspian Construction Week, create broad opportunities for exchanging this experience, presenting new technologies and establishing business partnerships. I am confident that these partnerships will be reflected in concrete projects and will make an important contribution to the Great Return and the long-term development of the region," the address says.
