President Ilham Aliyev Approves New Rules for Agricultural Land Consolidation in Azerbaijan
Azerbaijan will implement agricultural land consolidation following amendments signed into law by President Ilham Aliyev.

Consolidation of agricultural land will be carried out in Azerbaijan.
F4media.az reports, citing President.az, that this is reflected in the law signed by President Ilham Aliyev on amendments to the Land Code, Civil Code, and several other laws.
Under the law, the consolidation of agricultural land will be carried out to ensure the more efficient use of agricultural land.
Consolidation will be conducted based on the consent of landowners and equivalent market value through combining, dividing, re-demarcating boundaries, or exchanging land plots or their portions.
As a result of this process, ownership and other property rights over land plots will be re-registered. Where necessary, modifications related to irrigation, land reclamation, roads, energy, lighting, and other engineering and utility infrastructure will also be implemented.
The equivalent market value of land plots will be determined by an appraiser in accordance with the Law on Valuation Activity, taking into account market prices formed during the purchase and sale of consolidated lands.
An increase in the market value of a land plot resulting from consolidation will not create additional payment obligations for the owner.
If the market value of the land plot allocated to an owner following consolidation is determined to be lower than that of the previous plot, the difference will be paid to the owner as compensation.
The consolidation of agricultural land will be carried out based on a dedicated consolidation project. The project will analyze the boundaries, dimensions, location, market price, ownership form, and existing rights over the current land plots.
Additionally, new land boundaries, dimensions, and layout plans will be agreed with owners. The division, combination, and exchange of land plots, as well as the re-registration of rights over consolidated lands, are envisaged.
Within the framework of the project, adjustments to irrigation, land reclamation, roads, energy, lighting, and other engineering and utility infrastructure may also be specified.
The decision on the consolidation of agricultural land will be made by a commission created by the body designated by the relevant executive authority.
Based on the commission's decision, an allocation document regarding land consolidation will be approved. This document will include information on land boundaries, dimensions, location, ownership, and other property rights, serving as the basis for state registration of rights to real estate.
The rules for agricultural land consolidation will be established by the body designated by the relevant executive authority.
