The Prosecutor General’s Office of Azerbaijan has opened a criminal case over calls for the violent seizure of power, violent change of the constitutional order and incitement of religious hatred and enmity. Turkish citizen Jelal Chiftchi, author of a column in the newspaper “Şanlıurfa Olay”, has been named as an accused in the case and placed on the international wanted list.

The case was opened by the Prosecutor General on 16 October 2026 under Articles 281.2, 283.2.1 and 167-3.1 of the Criminal Code of Azerbaijan. The preliminary investigation has been assigned to the Investigation Department of the Prosecutor General’s Office.

Basis for the case

The investigation began on the basis of information about the spread of materials on social media calling for the seizure of power in Azerbaijan and inciting religious hatred. Among those who shared such materials, the prosecutor’s office named Jelal Chiftchi.

During a review, according to the agency, repeated dissemination of radically religious content was identified, including content created with artificial intelligence, as well as repeated calls under various headlines. The agency stated that these facts were established following Azerbaijan’s Cabinet of Ministers decision No. 309 of 21 September 2026.

The prosecutor’s office has urged citizens not to disseminate materials that promote religious hatred and to use social networks responsibly.

International search and cooperation with Turkey

Requests for international legal assistance are being sent to Turkey to carry out investigative actions concerning Chiftchi and other persons. According to the prosecutor’s office, other necessary measures are also being taken within the framework of international cooperation mechanisms.

The investigation will continue to establish the content, timing and methods of preparation and dissemination of the materials, and to provide a legal assessment of the actions of the persons involved.
