Ilham Aliyev attends opening of first phase of SABAH.city innovation campus
The first phase of the SABAH.city innovation campus, designed for practical training of more than 1,500 students, opened on September 14 at the High Technology Park in Baku.

President of Azerbaijan Ilham Aliyev attended on September 14 the opening ceremony of the first phase of the SABAH.city innovation campus, established on the territory of the High Technology Park of the Ministry of Science and Education in Baku. The first phase of the project covers more than 5 hectares and includes a complex of four interconnected buildings with a total area of 20,000 square meters.
Educational infrastructure and laboratories
Construction of the complex began in October last year. The total area of the SABAH.city territory will eventually reach 20 hectares. At the first stage, more than 1,500 students from Baku State University, Azerbaijan Technical University, and Azerbaijan State University of Oil and Industry are planned to be involved in the educational and research process. Once the campus reaches full operational capacity, its daily attendance will be around 3,000 people.
The campus features 13 educational and research laboratories focusing on artificial intelligence, robotics, computer science, cybersecurity, biotechnology, nanobiology, nanophysics, chemistry, and telecommunications. In total, 23 ecosystem participants are involved in the project's first phase, including three universities, 8 technology companies, and 12 startups. The site includes 22 office spaces and a coworking zone, as well as sports fields, parking facilities, pedestrian paths, and bicycle lanes.
Artificial Intelligence Center and international cooperation
Minister of Science and Education Emin Amrullayev and Chairman of the State Agency for Public Service and Social Innovations under the President Ulvi Mehdiyev informed the head of state about ongoing projects at the campus. These include the ASAN Artificial Intelligence Center (ASAN AI Hub), the INNOLAND Incubation and Acceleration Center, and the 'Artificial Intelligence Assistant' platform.
The ASAN AI Hub brings together researchers, government bodies, and businesses on a single digital platform. To date, the center has presented 50 AI solutions and established partnerships with 8 Azerbaijani universities, the Azerbaijan National Academy of Sciences, as well as Tsinghua University, Oxford University, and Boğaziçi University. Through the INNOLAND Incubation Center, 150 startups have passed, four of which were acquired by foreign investors.
