Putin Appoints Shokhin Presidential Commissioner for Entrepreneurs’ Rights
President Vladimir Putin appointed Alexander Shokhin, head of the Russian Union of Industrialists and Entrepreneurs (RSPP), as presidential commissioner for entrepreneurs' rights. A separate decree established an autonomous non-profit organisation to assist the business ombudsman.

President Vladimir Putin appointed Alexander Shokhin, head of the Russian Union of Industrialists and Entrepreneurs (RSPP), as presidential commissioner for entrepreneurs' rights. The decree was published on the official portal of legal acts. In a separate decree, the president established an autonomous non-profit organisation that will assist the business ombudsman in his work.
Press secretary Dmitry Peskov announced on May 26 that Shokhin would become the business ombudsman.
"Alexander Shokhin will become the new presidential commissioner for entrepreneurs' rights, while retaining his functions and his post as president of the RSPP," Peskov said at the time.
What is known about Shokhin
Shokhin is 74 years old. He graduated from Moscow State University and holds a doctorate in economics. In the 1990s he served as labour minister, deputy prime minister and economy minister. He has headed the RSPP since 2005.
Reform of the institution
The reform of the institution envisages the creation of an autonomous non-profit organisation to replace the apparatus of the commissioner. The founders will be the state, the RSPP, the Chamber of Commerce and Industry, Delovaya Rossiya and Opora Rossii.
The post of business ombudsman had been vacant since June 22, 2022. Before that, Boris Titov held it for two consecutive terms. On June 10, 2026, the State Duma adopted amendments to the law on the business ombudsman. In June, Putin signed the law on the reform of the institution.
