Cabinet approves unified dress requirements for students in state schools
By Resolution No. 325 dated 6 October 2026, the Cabinet of Ministers of the Republic of Azerbaijan approved the "Requirements related to clothing for students in state general education institutions." The document was prepared on the basis of the second sentence of Article 12.13 of the Law "On General Education" and also applies to students of special-purpose state general education institutions.

By Resolution No. 325 dated 6 October 2026, the Cabinet of Ministers of the Republic of Azerbaijan approved the "Requirements related to clothing for students in state general education institutions." The document was prepared on the basis of the second sentence of Article 12.13 of the Law "On General Education" and also covers students of special-purpose state general education institutions.
The purpose of the requirements is to establish a unified approach to students' clothing and to foster a culture of business dress at school. Students must comply with these rules at school, as well as at official and celebratory events organised by the school outside school hours. The school administration oversees compliance with the rules, while matters related to this are decided by the school's Pedagogical Council.
Under the resolution, students' clothing must be appropriate for the season, clean, neat, simple and in a business style. In physical education, pre-conscription training, technology, physics, chemistry and biology classes, functional and comfortable clothing suited to the nature of the lesson and the working conditions is not excluded. The size and form of clothing must not hinder the student in carrying out educational activities.
For boys, an unrestricted-cut classic-style suit (jacket and trousers), a long-sleeved or short-sleeved plain-coloured or striped, patterned classic shirt and classic shoes are envisaged. Optionally, a classic-style sweater, pullover or vest may be worn over the shirt.
For girls, an unrestricted-cut classic-style suit (jacket and trousers, jacket and skirt, or jacket and dress), a skirt or dress at or below knee level, a long-sleeved or short-sleeved plain-coloured or striped, patterned classic shirt or blouse, as well as classic shoes, have been specified.
At events held in connection with the history, culture and national and moral values of the Azerbaijani people, the use of national dress or elements of national dress is permitted. Elements of clothing must comply with the principle of secularism in general education.
