Azerbaijan plans to use artificial intelligence to analyse and forecast public finances, as well as to detect possible anomalies automatically. Finance Minister Sahil Babayev said so on October 22, 2026, at a conference dedicated to the digital transformation of public finances in Baku.

According to the minister, the creation of unified databases in the public finance sphere opens new opportunities for applying AI technologies. He said they will create conditions for more effective analysis and forecasting, automatic detection of possible anomalies, and improvement of the quality and efficiency of government bodies' work.

«After the creation of a database with AI support, we will be able to carry out a range of analyses, prepare forecasts and automatically detect anomalies. This may significantly improve the quality, speed and efficiency of our work,» he noted.

Babayev stressed that transparency and openness in public finance is also among the priority areas. In this context, he highlighted the role of the Public Council under the Ministry of Finance. According to him, events organised jointly with the Public Council are an important platform for discussing reforms, specific goals, achievements and emerging challenges.

The minister also said the ministry pays particular attention to informing citizens about the state budget and budget policy. He said the electronic budget portal and the budget guide for citizens, which are published in digital and print formats, play an important role in this.

Raising qualifications and treasury procedures

Babayev noted that measures to improve the knowledge and skills of civil servants in government bodies are also being implemented. Key areas of this work include certification of professional accountants, training to work with new electronic systems, and development of methodological guidelines on treasury operations.

According to the minister, the treasury operations guidelines set unified rules for government bodies and help avoid ambiguities and technical errors when operations are carried out. The treasury instructions were published in the first half of the year and distributed to all government bodies. The publication sets out in detail the rules for carrying out treasury operations, including lists of permitted and prohibited operations.

Babayev said that digital transformation is one of the most pressing challenges of modern times, and that the future success of countries will depend to a large extent on results in this area.

«The future undoubtedly belongs to those countries that have achieved success in digitalisation. Countries that actively invest in digital transformation and artificial intelligence, develop this sector and prepare for future challenges have more opportunities for success,» he said.

Babayev noted that Azerbaijan's government bodies also take corresponding steps on digitalisation. «Holding such conferences is important for coordinating activity in this sphere, expanding the exchange of experience and information, and responding more effectively to future challenges,» the minister said.
