The 45 billion euro sum, which EU countries plan to provide to Ukraine in 2027, is part of the previously agreed European loan to Kyiv of 90 billion euros for 2026–2027.
According to Politico, EU leaders intend to reach an agreement on an aid package for Ukraine of approximately 45 billion euros by the end of the year. The potential loan, which will be secured by the current EU budget, has in recent weeks become the most likely scenario for meeting Ukraine's financial needs in 2027.
Negotiations context
The newspaper notes that discussion of this package coincides with negotiations on the EU's long-term budget, which are proceeding with difficulty.
Volodymyr Zelensky recently told an EU summit that Ukraine needs an additional 70 billion euros in 2027. Czechia and Slovakia have made clear that they will not take part in providing such a loan. Hungary, according to the newspaper, is also most likely to opt out.
What comes next
According to Politico, the EU will discuss the structure of the 45 billion euro loan on November 26. The size of the package, according to the newspaper, will depend on the scale of support Kyiv receives from NATO allies and from funds that may be allocated from EU resources.
