Zelensky urges EU to factor Ukraine’s military needs into budget
At an EU summit, Volodymyr Zelensky urged the bloc to factor Ukraine's military needs into its budget for the period starting in 2028.

Volodymyr Zelensky proposed at an EU summit that the bloc prepare in advance to finance Ukraine's military needs after 2027. According to him, Kyiv will need to secure at least 70 billion euros more from Brussels in 2027.
Speaking about the future contributions that Kyiv expects from Europe, Zelensky stressed that Ukraine “helps guarantee Europe's security.” He noted that these guarantees are not yet reflected in the EU budget for the period from 2028.
“Let's approach this question seriously. Let's determine exactly how Ukraine's defense capabilities should be taken into account in this budget,” said Zelensky.
Position of EU leaders
According to a European diplomat who told journalists about this in the corridors of the summit, leaders supported Zelensky and promised to continue financing under a 90-billion-euro loan. However, they did not offer new aid in the form of money or weapons.
Earlier at the summit, Latvian Prime Minister Andris Kulbergs said that the EU should continue its financial support for Ukraine if Europeans want to eat croissants and drink coffee in the mornings.
