Azerbaijan Secures $5.6 Billion in ADB Financing for 160 Projects

A total of $5.6 billion has been allocated to Azerbaijan throughout its membership in the Asian Development Bank (ADB) for the implementation of 160 projects in the country. This was reported on September 14, 2026, by the Ministry of Finance of Azerbaijan following a meeting between Minister of Finance and ADB Governor for Azerbaijan Sahil Babayev and a delegation from the bank's Board of Directors.
During the talks, the parties assessed the current state and prospects of the partnership, joint projects, private sector development, public-private partnerships, and regional cooperation. Minister Sahil Babayev emphasized that Azerbaijan attaches great importance to long-term cooperation with the ADB, noting that bank-financed projects and technical assistance play a crucial role in implementing the country's development priorities.
Partnership Strategy Priorities
During the meeting, it was noted that strengthening the role of the private sector in economic diversification and ensuring sustainable economic growth is a key priority of the Country Partnership Strategy for 2025–2029. In this regard, the need to expand non-sovereign operations of the ADB and attract private investments into Azerbaijan's economy was emphasized.
Representatives of the ADB Board of Directors noted the productive nature of the long-standing cooperation and highlighted the importance of continuing joint work within the Central Asia Regional Economic Cooperation (CAREC) Program, as well as expanding initiatives in the transport, energy, and trade sectors.
New and Ongoing Projects
During the meeting, the digital transformation project of Azerbaijan Railways CJSC was also discussed. In addition, the talks covered new projects currently being developed jointly with the ADB in the fields of energy, transport, and water management.
