Entrepreneurs to sign documents on Etender.gov.az using SİMA İmza
SİMA İmza has been integrated into the unified state procurement portal Etender.gov.az. Entrepreneurs can sign documents with a digital signature without visiting service centres.

In Azerbaijan, SİMA İmza has been integrated into the unified internet portal for state procurement, Etender.gov.az. The ability to digitally sign documents using SİMA İmza was created by the State Agency for Antimonopoly Supervision and Control over the Consumer Market under the President of the Republic of Azerbaijan.
As noted, entrepreneurs can now sign company financial reports on the portal, as well as applications related to obtaining the relevant certificates from the State Tax Service. The entire process takes place in a fully digital format.
Entrepreneurs receive the digital signature through a mobile application without applying to service centres, and can connect directly to tender processes on the portal in online mode.
This simplifies the document signing process, reduces the operational burden on procurement participants and creates conditions for more flexible and efficient execution of procedures. Obtaining the signature online also facilitates the participation of small and medium-sized entrepreneurs in state procurement and contributes to broadening the competitive environment and transparency of processes.
Part of digital transformation
The innovation is part of work on the digitalisation of state services in the country. In the 'Concept for Digital Development in the Republic of Azerbaijan', approved by a Decree of the President of the Republic of Azerbaijan of 16 January 2025, the modernisation of state services and the transition to digital platforms are listed among the main directions.
