State Service Certificate Validity May Be Cut from 5 to 2 Years

Azerbaijan proposes reducing the validity of the state service certificate from 5 years to 2 years. The relevant provision is contained in a draft State Service Code submitted for discussion to the Milli Majlis Committee on Legal Policy and State Building. The current validity period is 5 years.

Under the draft, the competition for administrative positions will consist of a test examination and an interview. Test examinations are planned to be held at least once a quarter.

Those who successfully pass the examination will be issued a certificate valid for 2 years.

During each year of the certificate's validity, its holder will be able to register free of charge for interviews for five positions. Participation in interviews for more than five positions will be subject to a fee.

For those participating in the competition for the first time, for persons with disabilities related to the protection of territorial integrity, independence and the constitutional order, as well as for family members of martyrs, the cost of the test examination will be covered by the state budget.

Certificates issued before the code enters into force and that have not expired by that time will remain valid until the end of their validity period. Their holders will retain the right to participate in interviews.
