Regular Bus Routes Put Out to Tender in Azerbaijan
The Azerbaijan Land Transport Agency (AYNA) has put regular bus routes, including urban, suburban and intercity services, out to tender. Applications are accepted until October 23, 2026.

The Azerbaijan Land Transport Agency (AYNA) under the Ministry of Digital Development and Transport has put regular bus routes in various directions out to tender. AYNA said the tender is being held as part of measures to improve the quality of passenger transportation.
Which routes have been put out to tender
In particular, the tender covers Baku urban routes No. 22, 31, 67 and 92, suburban routes No. 172 and 191, intra-city route No. 5 in Mingachevir, as well as intercity routes: Baku-Ganja, Baku-Ismayilli, Baku-Shabran, Baku-Siyazan, Baku-Sabirabad, Baku-Goychay, Baku-Imishli, Sumgait-Naftalan, Sumgait-Khankendi-Lachin, Kalbajar-Tartar, Tartar-Khankendi, Mingachevir-Gakh, Mingachevir-Aghjabadi, Sheki-Ganja, Barda-Ismayilli and Tartar-Barda.
The tender is organized in accordance with the Law "On Road Transport" and the Cabinet of Ministers' resolution of April 3, 2009, "Rules for Conducting a Tender to Attract Carriers to Regular Intra-city (Intra-district), Intercity (Inter-district) and International Road Transport Routes."
Applications are accepted until 17:00 on October 23, 2026, at AYNA at the following address: 5 Haji Mammadov Street, Baku. The contact person is Anar Mammadov (mobile: 077-455-99-06, e-mail: anar.mammadov@ayna.gov.az).
Along with the main buses, reserve vehicles must also be presented for the tender.
When the bids will be reviewed
The commission will review participants' bids: on October 30 — 9 lots each for the Baku-Ganja, Baku-Ismayilli, Baku-Shabran, Baku-Siyazan, Baku-Sabirabad, Baku-Goychay and Baku-Imishli routes; on November 3 — 9 lots each for the Sumgait-Naftalan, Sumgait-Khankendi-Lachin, Kalbajar-Tartar, Tartar-Khankendi, Mingachevir-Gakh, Mingachevir-Aghjabadi, Sheki-Ganja, Barda-Ismayilli and Tartar-Barda routes; on November 6 — 3 lots each for Baku urban routes No. 22 and 31 and suburban route No. 191; on November 13 — 2 lots each for routes No. 67 and No. 92; on November 17 — 2 lots each for suburban route No. 172 and urban route No. 5 in Mingachevir.
Intercity (inter-district) and intra-city (intra-district) route lines are put out to tender in stages in accordance with legislative requirements. The goal is to improve the quality, safety and comfort of passenger transportation.
