Government of Kazakhstan Approves Large-Scale Reorganization of State Legal Entities
The Cabinet of Ministers of Kazakhstan has initiated a reorganization process for several departmental structures, including the merger of cultural, educational, and medical institutions, as well as the liquidation of several organizations.

The Government of the Republic of Kazakhstan has adopted Resolution No. 604 "On Certain Issues of Public Administration," which launches a process to optimize the structure of state legal entities. The document provides for a series of mergers, transformations, and liquidations of organizations under the jurisdiction of relevant ministries.
Within the Ministry of Culture and Information, the State Center for National Cinema Support will be merged into JSC Shaken Aimanov Kazakhfilm. The Camerata of Kazakhstan ensemble will become part of the Zhambyl Philharmonic, the Republican Library for the Blind and Visually Impaired will merge with the National Library of the Republic of Kazakhstan, and the State Collection of Unique String Instruments will be transferred to the Central State Museum.
The Ministry of Education will consolidate the Y. Altynsarin National Academy of Education by merging it with the Institute of Early Childhood Development, the National Scientific and Practical Center for the Development of Special and Inclusive Education, and the Republican Educational and Methodological Center for Additional Education.
Changes will also affect the healthcare sector: the Republican Blood Center is merging with the Scientific and Production Center for Transfusion, and the Alatau Children's Sanatorium is joining the Research Institute of Balneology and Medical Rehabilitation. Under the Ministry of Digital Development, the Institute of Space Engineering and Technology will be transformed into a JSC and merged with Qazaqstan Gharysh Sapary.
The resolution also approved a list of organizations to be fully liquidated. This list includes the Talap Non-Profit Joint Stock Company (Ministry of Education), the Institute of Applied Ethnopolitical Research (Ministry of Culture and Information), and JSC Dostyk Energo (Ministry of Energy).
The measures will be implemented in stages. The main provisions of the document enter into force on September 1, 2026. Separate asset reorganization procedures are scheduled for January 1, 2027, July 1, 2027, and March 1, 2028.
Previously, President Kassym-Jomart Tokayev signed a decree on improving the public administration system, under which the Office of the Security Council of the Republic of Kazakhstan was established, receiving the status of a state body accountable to the Head of State.
